Invitation to Tender: Independent Learning Evaluator

Together Liverpool is seeking an independent evaluator/consultant to support the learning evaluation of Countering Hate, Cultivating Hope – a three-year project funded by the Church of England Racial Justice Unit.

The project will work across the Dioceses of Liverpool and Chelmsford to help churches and communities respond to divisive and exclusionary narratives, particularly in communities experiencing deprivation and distrust.

We are looking for an evaluator who can help us develop a proportionate, practical and credible evaluation approach that prioritises learning, reflection and transferable practice for the wider Church. The evaluator’s role is to help frame, interpret and test the evidence.

Together Liverpool and delivery partners will provide activity data, case study material, local context data and routine monitoring evidence.

The successful evaluator will work alongside Together Liverpool and delivery partners across the three-year programme to:

  • help shape the project Theory of Change and evaluation framework
  • support the development of practical tools and indicators
  • review evidence and learning across the project
  • contribute to annual funder reporting
  • undertake a final independent evaluation and public-facing summary

We are particularly interested in hearing from evaluators with experience in:

  • faith-based and/or church-based contexts
  • social cohesion, racial justice or anti-racism work
  • community development and participatory learning approaches
  • proportionate evaluation design within limited budgets

The total available budget is up to £15,000 inclusive of VAT and expenses.

Timeline

  • Deadline for submissions: 30th June, 11:59pm
  • Decision expected by: 31st July
