Invitation to Tender: Social Cohesion Impact Tool Developer

Together Liverpool is seeking a developer to extend and strengthen our existing impact assessment tool through the creation of a new social cohesion impact module.

This development forms part of Countering Hate, Cultivating Hope – a three-year project funded by the Church of England Racial Justice Unit and delivered across the Dioceses of Liverpool and Chelmsford.

The existing tool supports churches and faith-based projects to measure and report on their social action work. We are now looking for a developer who can help us build a practical, accessible and proportionate extension to the platform that enables churches to plan, capture and report on:

  • social cohesion
  • community resilience
  • church health

The successful supplier will work within the existing platform/codebase to develop:

  • a step-by-step impact planning journey
  • strengthened qualitative evidence capture and reporting
  • admin-only combined reporting functions
  • a public-facing training video giving an overview of the tool
  • improvements to user experience, reporting and mobile usability

The work will be shaped collaboratively with Together Liverpool and the project’s independent evaluator, who will define the indicators and measurement framework. The developer will translate this into a clear, user-friendly and sustainable digital workflow suitable for churches and community projects.

We are particularly interested in hearing from developers or digital teams with experience in:

  • developing tools or modules within existing systems/platforms
  • impact measurement, monitoring or reporting tools
  • user-centred design for non-technical audiences
  • qualitative and quantitative data capture
  • reporting dashboards and admin functionality
  • charity, community or faith-sector digital projects

The development should be practical and proportionate to the available budget, with a strong focus on usability, continuity and long-term sustainability.

Budget and Timeline

  • Maximum budget: £15,000 inclusive of VAT and expenses
  • Submission deadline: 7 June, 11:59pm
  • Decision expected by: 1 July
